Towards a National Harmonized Framework for Urban Plans and Strategies in Romania

The present paper aims to open the discussion on adoption of a simplified, flexible, and harmonized strategic framework for city development in Romania. Besides strategy associated with general urban planning, multiple strategies are elaborated accordance requirements financing authorities specific spatial planning legislation. These were developed at different times by institutions aim substantiate directions priorities attract funding various programs. In this study, we performed thorough analysis eight municipalities concluded that such cannot be effective, as they not always coordinated often lack consistency complementarity other operational plans programs local level. Based an international literature review including recommendations Harmonization Sustainable Energy, Climate Action Plans, Urban Mobility Plans EU financed project “Sustainable Integrated Multi-sector Planning” (SIMPLA), propose unification single harmonized, flexible structure city. This includes components related resilience case disasters sources all proposed projects.
